According to Apple Technical Note TN2459, “macOS High Sierra 10.13 introduces a new feature that requires user consent before loading newly installed kernel extensions (KEXTs) from a third party.” In addition, Apple’s technical note TN2459 states “[t]Its feature dictates that only user-approved kernel extensions will be loaded on the system.”
When a request is made to upload a KEXT file that the user has not yet approved, the upload request is rejected and macOS presents the alert with a system extension blocking message.

Empower Palo Alto Networks as a trusted developer.
- From a Mac endpoint, launch System Preferences
- Open Security & Privacy Preferences and then select General
- Click the lock icon at the bottom left of the window to make changes and modify preferences
- When prompted, enter your Mac username and password, then unlock Preferences
- click “AllowNext to the messageThe download of the system software has been blocked by the developer “Palo Alto Networks”. “
