Opera VPN not working in UAE

One of my relatives works in Dubai, so I noticed the following articles about three years ago, which I brought to his attention at that time:
So various media outlets have described the law that went into effect in 2016 which basically states that the use of a VPN can lead to severe penalties if its use is intended to conceal a criminal offence. My relative is not a criminal, but the text of the law (or reports about it) allowed so much room for interpretation that there was a certain concern. Later in the year, it was made clear that VPNs should still be allowed for legitimate purposes.
On Cloudwards, a webpage recently mentioned by @blackbird71, a very recent VPN recommendation for the UAE gives no indication of the blocking of VPN services taking place in the meantime. On the other hand, VPN provider CyberGhost claims that VPN use is generally prohibited in the UAE and advises canceling subscriptions.
Therefore, the question still remains unclear to me whether Opera-VPN in the UAE is currently only experiencing a temporary malfunction, or whether it is possible to block VPNs in principle after all.
In other threads on the topic Opera + VPN (+ UAE), it is recommended to check whether other Opera VPNs work or not, as many are provided.
If the connection to each Opera VPN server fails, I will install Opera as a portable version on a USB stick (the current installation will remain unchanged) and then check with another internet provider if Opera VPN is working. This suggestion also comes from this forum here.
I’m not an Opera employee, but I think Opera won’t offer you a VPN in its settings if it’s generally blocked in the UAE.
Perhaps it makes sense to mention the ISP also in case the VPN is down in UAE, because different service providers can act differently, and in this way the issues can be narrowed down further.
