VPN usage is among the highest in the world with 3.82 million residents downloading VPNs in the first half of 2020.
Although the use of a VPN is not illegal in the UAE, misusing it is a serious crime and is punishable by a fine of up to 2 million dirhams and imprisonment. Moreover, using a VPN by hiding the IP address to access websites, calling apps and games that are banned by the UAE government is illegal.
βUsing a VPN in the UAE is not illegal if it is used in accordance with the guidelines of the UAE government and the Telecommunications Regulatory Authority,β said Ashish Mehta, Managing Partner at Ashish Mehta & Associates.

VPNs can be used legally in the UAE, if they:

>> Do not use any anti-religious content
>> Do not use in anti-state activities
>> Don’t use it to access porn sites
