Can people advise what VPN is blocked by ISP by default due to parental controls etc?

ARIN blocks are slightly different from RIPE. The latter you can set the “country” against which a lot of databases are updated fairly quickly. This is cluster specific and can be assigned to a single IP address. Same for APNIC, they use backend RIPEs so the format is the same.

ARIN blocks contain only POCs and ORGs, so some of them were speculative work which is why they caused the most problems which will generally be allocated to all blocks in this entity.
